The SW Florida Real Estate Market has drastically changed in the last 2 years. Presently, it is a very good "Buyers Market". Many investors are acquiring properties via "Short Sales", "Foreclosures", and/or from Developers and Sellers who are in distress.
We currently have DRASTICALLY REDUCED PRICED PROPERTIES, SHORT SALES, and many bank owned FORECLOSURES to offer. 
Here's a brief explaination of how purchasing Short Sales and Foreclosures are accomplished.

Short Sales: Property owners who are in default with the bank prior to foreclosure offer their home for sale at a price agreeable to their lender. Property is sold "AS IS" with the right to inspect.Buyer must be approved for financing or be a cash buyer in order to qualify. Pre-approval letter or proof of funds must be submitted with all offers. Typically, the lender takes as long as 30-45 days to respond to an offer, many times having multiple offers on the table. Property is in PRE-FORECLOSURE. All offers must be written on FAR/BAR "AS IS" forms subject to lenders' approval - lenders must approve final price. Offers must be contingent upon approval of contract terms by Seller's lender(s). To facilitate lender approval of contract – Prefer cash or fully mortgage pre-approved Buyer. Seller may take as long as 60 days to close. Buyer will typically be expected to pay all standard Seller closing costs other than commissions. Commissions are paid by the Seller.Many Lenders have made the Short Sale option available in an attempt to prevent the costs involved to Foreclose.

Foreclosures: Bank owned properties. Property is sold "AS IS" with the right to inspect. Buyer must be approved for financing or be a cash buyer in order to qualify. Pre-approval letter or proof of funds must be submitted with all offers. Typically, the lender will accept, counter or dismiss any offer within 2 business days but may take as long as 3 weeks.Seller/Lender will not issue a written counter or rejection offer.Typically, all verbally accepted offers will be expected to be changed in the contract and submitted to the Lender within 24 hours. No changes to the contract will be allowed once the contract is executed. Closings generally are expected to close within 30 days of fully executed contract. Many of these homes have damage to the property which may include but not be limited to missing electrical components, and appliances. Commissions are paid by the Lender/Seller. Closing costs are shared per "Standards" of the contact.Standards of a contract may vary between counties.(ie: Title Insurance may be expected to be paid by the Seller or the Buyer depending on the county) The contract will contain penalties that could range from $28 - $250 per day for every day a closing is delayed by the Buyer. No warrantees will be allowed to be stated in the contract.The Seller/Lender will not provide any disclosures relating to the property. Special "AS IS" contracts will be used.

News media states that homes are now currently being sold for 30-50% off peak prices from 2005. As Florida property owners since 1984, we have watched the real estate market take a dive and rally itself to unbelievable heights.
